How to fix phones with non working codes?

As told by our clients,

What I mean is that all the time when clients have to insert not accepted sim card they had to type the Nck code and code was not accepted.
The solution is to type the Freeze code and then Nck code and network is successfully unlocked.
It seems strange but it works.
I know that freeze code is to unfreeze the phone but here you type the freeze code into that little window where you type the nck code, and even when you don't have that message to contact the network provider.
So generally codes have not been changed by the operator, they only have to be typed in other way: Freeze code and then Nck code.

Due to a change in policy by all the Samsung suppliers we are no longer able to issue refunds on devices which will not accept the unlock code.

Since the release of Android 2.3, it has become quite common for a certain percentage of Samsung phones to give the "Network unlock unsuccessful  error. This is due to a software issue with the phones and not the codes (as these are sourced directly from Samsung servers).

You may have already noticed about this change in the service information.

Please only submit orders for Samsung codes if you agree with this new no refunds policy. We apologise for the inconvenience this will cause, however this is totally out of our control.
